Rogers requests extension for Wireless Code changes

Rogers Communications Inc. is asking for more time to implement updates to its bill management systems in order to fulfill requirements in the Wireless Code. “Since the Decision was released, Rogers has had a team working full-time to implement the many changes. Through this process, some practical challenges to ensuring compliance by the December 1 implementation deadline have emerged. While we have found ways to meet the vast majority of requirements, some of the changes are too detailed and prescriptive for us to meet the deadline,” said Rogers in a Nov. 3 letter. On Friday, the CRTC expedited the process for Rogers' Part 1 application, setting a comment deadline of Nov. 17. In a June decision, the CRTC mandated that wireless service providers (WSPs) automatically cap data overages and roaming data charges when they exceed $100 and $50 respectively. The deadline to do so was Dec. 1. According to the note, one of the wrinkles comes down to the multiple types of accounts customers can have with Rogers. The Share Everything and single-line plans offered by Rogers will be able to adhere to the new rules, but mixed line accounts will need more time. Accounts which might have a Share Everything component, as well as a single, or more than one single lines, are considered mixed accounts. “This, however, will only affect a small portion of our customer base,” said the letter. Other problems the telecom is facing are consolidating data add-ons and pay-per-use services under data caps as mandated by the June decision, and sending customers notifications about changing rates when they begin roaming, according to the letter. Rogers, in its letter, wrote that it needs until May 31, 2018 to properly modify its IT systems. Also included in the letter was a note declaring some still-boxed handsets will remain locked and will have unlocking instructions when they’re sold.
