In a development that may pave the way for the merger of Rogers Communications Inc. and Shaw Communications Inc., the two companies and Quebecor Inc. announced a deal late Friday night that would see the Quebec-based competitor purchase Shaw’s wireless brand Freedom Mobile for $2.85 billion.
