CNOC displeased with Rogers’ secrecy in outage

The Competitive Network Operators of Canada (CNOC) is calling on the CRTC to force Rogers Communications Inc. to release more information on the incumbent's massive July 8 outage, endorsing a call last week from the Public Interest Advocacy Centre. In a Wednesday letter to the regulator, CNOC argued for a greater degree of disclosure in Rogers' heavily redacted submissions in response to an Aug. 5 request for information (RFI) from the CRTC about details of the company's plan to spend $10 billion to "physically separate" its wireless and wireline networks. In particular, CNOC is requesting the information for its member companies that are wholesale customers of Rogers. "Wholesale customers must be able to understand what Rogers has told the commission about how it intends to make its network more resilient to avoid a future outage," CNOC wrote. "As Rogers’ wholesale customers are telecommunications service providers, they are well placed to comment on the feasibility of Rogers’ plans to strengthen its network resiliency and thus contribute to the commission obtaining a full and complete record." Further, CNOC added, disclosure about the details of Rogers’ plans will allow wholesale customers to "better understand the modifications that Rogers is proposing to make to its network to strengthen its resiliency, they can flag any potential negative impact that Rogers’ plans may have on its wholesale services." In the letter this week, CNOC also took issue with the procedure under which the CRTC is investigating the Rogers outage, and argued that parties like CNOC have not been afforded a sufficient level of procedural fairness. "CNOC fully supports PIAC’s request that the commission issue a notice of consultation and initiate a public inquiry into the Rogers’ outage that will ensure that the procedural fairness rights of all parties are protected as the commission examines this extremely serious incident," the group wrote, while also endorsing calls from the Deaf Wireless Canada Consultative Committee for further RFIs that will shed light on the impact of the outage and Rogers' proposed network reforms for the Deaf, Deaf-blind, and Hard of Hearing communities.
