CBC gets support on consult delay request

CBC/Radio-Canada has received several letters of support in its attempt to delay a mandated consultation with Indigenous peoples from the 2022-2023 broadcast year until the 2023-2024 broadcast year. In an intervention from the National Campus and Community Radio Association (NCRA), the organization wrote that "we believe that granting them additional time would result in more meaningful consultations." "We agree with CBC/RC that it would be more appropriate for it to conduct the next set of consultations with Indigenous Peoples after its National Indigenous Strategy has been launched," the NCRA wrote. The CBC previously submitted to the CRTC that it is in the midst of a four-part action plan to create a National Indigenous Strategy. After assessing the current state of the organization, the CBC conducted over 20 monthly in-person engagement sessions and met with hundreds of people across the country to elicit feedback. The CBC is currently in phase three of the action plan – compiling and analyzing the findings from the engagement sessions. Phase four, the CBC wrote, will involve developing a plan based on the insights, and the broadcaster said it will publish its National Indigenous Strategy before the end of the first year of the license term. The NCRA, which wrote that it represents some 12 Indigenous licensed radio stations, said that the organizations has the " intention to work with our member stations and producers to encourage them to participate in CBC/RC’s consultations." "We acknowledge that our members fall outside the condition of license for the CBC/RC, however, we believe it is an important opportunity for stations and producers within our network to consult on the CBC/RC’s work without being rushed," the NCRA wrote, and added that the arrival of the Online Streaming Act has created some additional time needed to participate in consultations for that legislation. The Indigenous Leadership Development Institute, Inc (ILDI), too, supported CBC's request for more time. Chair of the ILDI and vice president of the Manitoba Metis Federation Andrew Carrier wrote that he has been involved in the CBC's engagement sessions toward the building of its National Indigenous Strategy. "I believe that this change would be positive for my community because it would facilitate more meaningful consultations. I agree with CBC/Radio-Canada that its National Indigenous Strategy should be developed before launching a new set of consultations with Indigenous Peoples," Carrier wrote.
